Dear Congressman Souder:

This letter is in response to the comments you made during the 15 March
2006, mark-up session on the DHS Management & Operations improvement Act of
2006.

1. Dec 2000, I was placed in a non-pay status, Jun 2002, my security
clearance was revoked. To date, I have exhausted all administrative appeals.
Each government response stated "I Received Due Process." The Army Officer
who conducted the Army Regulation (AR) 15-6 investigation, conducted no
investigative action based upon my rebuttals. His action directly violated
AR 15-6. I have been unable to secure work due to the revocation. I am also
not eligible to work for the Red Cross as a volunteer.  If not for my family
I would be on welfare.

a. Since 1982, I have located, identified, neutralized and/or arrested,
conducted investigations and operations which neutralized persons and
organizations (foreign and domestic) who conspired to commit/committed acts
of terrorism, treason, espionage, sabotage, subversion and other select
crimes under Title 18 U.S.C.

b. Prior to the World Trade Center we reported, 50 to 60 Islamic
Fundamentalists, members of U.S. Army with security clearances. They
conducted scheduled meetings on a military facility, had frequent contact
with local Mosques, Clerics and Imams. To become a member they were required
to commit murder and espouse their willingness to commit genocide. We were
directed to shred all information we had collected and take no further
action.

2. Some congressional members do not support Whistleblowers (WB). This also
means that the WBs extensive years of experience is no longer available.
This degrades our capabilities to neutralize the Threat. The security of our
country is in jeopardy. Unless those members of Congress and Senate change
their positions and listen to the experts in the intelligence field rather
than worry about which Lobby will offer them a better deal we very well
could be taken hostage from person(s) currently inside the United States.

3. I recently saw a video of Mr. Souder speak about Whistleblowers. During
his video statement he states:

"I don't see there is a bunch of Whistleblowers out there panning for food
because the Whistled, they are celebrities in the media,  they sell books
and all this kinda stuff, that this is a bogus argument for political
purposes."

You appear to have visually and auditoraly constructed as you spoke. (things
the person visually/ auditorally creates in his/her mind (He made up the
information)). Additionally, having reviewed some of Mr. Souders most recent
actions, i.e., Supplemental Appropriations Act for Defense, the Global War
on Terror, and Hurricane Recovery for Fiscal Year 2006, I do not understand
why do you not support Federal Employees who have blown the Whistle.  It
appears you may be exhibiting hypocrisy. There must be pressure being
exerted on you.

4. I am neither panning for food nor am I seeking to fulfill a political
agenda.   I was active duty USMC, now Army reserve (25 years), I have lost
one knee already and had a right shoulder rebuilt through service connected
events. I have the right to demand an "official" and "public" apology from
Mr. Souder and Mr. Davis. I demand they sit back, take a breath, use the
common sense God gave them, the Freedom they have today, and apologize to
those Whistleblowers who put their careers on the line to report atrocities
which should never occur in this country.
